SUMMER ADVOCACY:
ADVOCATE FOR MEDICARE
On January 1, the federal Centers for Medicare and Medicaid Services (CMS) implemented the WISeR (Wasteful and Inappropriate Service Reduction) Model in six states, including Washington. WISeR is a federal pilot program for Traditional Medicare fee-for-service patients. It aims to reduce low-value, overused services by requiring prior authorization for 17 targeted procedures, using AI, machine learning, and human review. Since inception, seniors in Washington have reported significant barriers to accessing needed care.
In Catholic teaching, access to healthcare is a basic requirement to lead a life of dignity. AI may have a role to play in improving access, but WISeR incentivizes denying care, not for the good of the person, but for economic reasons. As Pope Leo wrote in Magnifica Humanitas, “if a system is designed or used in a way that treats some lives as less worthy.., then it is not merely a tool ‘to be used well,’ since it has already introduced criteria that contradict the inalienable dignity of the human person.”
House Joint Res. 187, introduced by Washington Rep. Suzan DelBene and Ohio Rep. Greg Landsman, would overturn the rule implementing this automated prior authorization scheme.
Encourage your members of Congress to support H.J Res. 187:
Step 1: Call the Capitol Switchboard at (202) 224-3121 and ask to be connected to your Representative.
Step 2: Ask your Representative to co-sponsor H.J. Res. 187 and share your experience with delays, prior authorization, or other impacts on your care.
Message:
My name is [X], and I am a constituent from [City, State]. Please co-sponsor H.J. Res. 187 to stop the WISeR pilot and protect traditional Medicare from AI-driven prior authorization that can delay or deny medically necessary care, causing undue suffering for seniors.
ADVOCATE FOR HUMANE IMMIGRATION REFORM
The Washington Immigrant Solidarity Network (WAISN) reports that over the past year and a half, its Deportation Defense Hotline has received a growing number of reports of immigration enforcement agents drawing weapons on unarmed bystanders, smashing car windows, forcing people from their homes and vehicles, and physically assaulting community members.
As WAISN notes, “this violence is changing how entire communities are able to move through their daily lives. People are being forced to weigh whether it is safe to go to work, send their children to school, buy groceries, or even to attend court hearings and immigration check-ins.”
Share your support for humane immigration reform. Contact your members of Congress and urge them to help move the bipartisan Dignity Act of 2023/2025 to fuller congressional discussion. The bill is not perfect, but it provides many of the changes to our immigration system that the U.S. Conference of Catholic Bishops (USCCB) has long sought, including pathways to citizenship for Dreamers and others.

ADVOCATE FOR OUR HAITIAN NEIGHBORS
Last November, in spite of the ongoing conditions, the Secretary of Homeland Security announced the termination of temporary protected status (TPS) for Haiti, effective February 3, 2026. While the TPS termination was challenged in court, the recent resolution of that case paves the way for it to move forward and deprive so many vulnerable Haitians here of their ability to remain. Forcibly returning thousands of families to Haiti at this moment would not only endanger their lives but would further destabilize Haiti itself, plunging it further into crisis. Now is the time to urge senators to support S. 4814 in order to prevent this injustice from occurring and protect vulnerable lives.

DEFIENDA EL MEDICARE
El 1 de enero, los Centros Federales de Medicare y Medicaid (CMS) implementaron el Modelo WISeR (Reducción de Servicios Inapropiados y Malgastados) en seis estados, incluido Washington. OCT. 3 Immigration Summit
This year’s Catholic Immigration Summit includes a strategic collaboration with the Catholic Immigrant Prophetic Action Project. Catholic IMMpact is a partnership between the Center for Migration Studies of New York and the Hope Border Institute in El Paso, TX to assist the Catholic Church in the United States in organizing a robust response with and for migrants and refugees in the country who are living in fear of immediate deportation.
This day-long gathering (8:30AM – 5PM) will focus on key issues related to the pastoral care of immigrant communities. Discussion topics include the Catholic Church’s teachings on immigration, enforcement, and the dignity of the human person; “know your rights” guidance; strategies for accompanying and supporting immigrant families; thoughtful approaches to public events and public witness; effective communications strategies; and the celebration of Mass.
