Bishop Responds to Signing of Abuse Reporting Law

Last Friday we learned that Washington State Governor Robert Ferguson had signed the clergy mandatory reporting bill SB 5375 into law. Effective July 27, 2025, all clergy in the state will be mandatory reporters of abuse or neglect of minors (children under age 18).

The Catholic Church supports clergy being mandatory reporters of child abuse in virtually all circumstances, with the narrow exception of the Sacrament of Confession. I can’t imagine priests violating that Church law, given that it carries the penalty of automatic excommunication.

The Bishops of Washington State recently wrote to Governor Ferguson, asking for a meeting to discuss our recommendation that he veto this legislation. I am not aware of any response from him.

This legislation, I fear, will make matters worse as offenders get word of it and begin avoiding a religious practice meant to help them both atone for their sins and firmly resolve to sin no more.

We need to continue to pray for all victims of sexual abuse as we find ways to encourage both victims and perpetrators to come forward.
